Evaluating the cleanliness of our city every year is a crucial element to the Keep Riverside Clean and Beautiful (KRCB) programs. In order to determine the effectiveness of the KRCB program over time, a comprehensive evaluation system has been developed to check how clean Riverside truly is.
KRCB adopted the Annual Litter Index judging tour from Keep America Beautiful, our parent program. As a result of this annual litter index, KRCB has been able to adjust their monthly projects for litter prevention and graffiti eradication. The results of the annual litter index assist KRCB to target areas for beautification projects within the city’s seven council wards, and evaluate the KRCB program annually.
The judging takes place in January each year. The judging team is comprised of a minimum of three judges, a designated driver, and a KRCB staff member who assists in judging and navigating to judging sites. The judges are driven to eight areas within each of the seven council wards within the City of Riverside. These 56 locations throughout the City are evaluated for cleanliness. The judging sites include commercial, industrial, retail, and residential areas.
Upon arriving at each location, the judges visually inspect the area and evaluate it with the following number system:
1= No Litter- virtually no litter can be observed
2= Slightly Littered- small amounts of litter can be observed
3= Littered- visible litter can readily be seen throughout the sub-area
4= Extremely Littered- a continuous amount of litter is the first things noticed in the sub-area
The totals from all judges are then added and the average cleanliness of each area is determined. The data is broken down into the cleanliness for each council ward, and for the City of Riverside as a whole.
